Mountaineer Gas Company (“Mountaineer”), the largest gas LDC in West Virginia, is now also the State’s first authorized to provide fuel to residential, retail and commercial filling stations for use in natural gas vehicles (“NGVs”) under a tariff designed to meet the challenges and answer the questions posed by this growing market for natural gas. The Public Service Commission approved Mountaineer’s tariff on July 22, 2013, including a new rate schedule providing the terms and conditions under which Mountaineer will provide NGV fuel (“NGV Tariff”), in PSCWV Case No. 13-0507-G-T.
To help offset the costs of installing fueling equipment, approved customers that apply for service within the first year (by July 22, 2014) will receive a $1,000 credit to be applied against their fuel balance for as long as three years.
Mountaineer will charge $7.937 per Mcf for NGV fuel, the same rate approved for residential customers. Because 1 Mcf is approximately equal to 8 gallons of gas, the cost for Mountaineer’s NGV fuel is roughly equivalent to paying only $1.00 per gallon for gasoline. A standard monthly charge of $31.75 for retail and commercial filling stations and $10.10 for a home fueling station also applies.
As NGV technology and infrastructure grow, the demand for NGV fuel will increase. With the Commission’s approval of Mountaineer’s NGV Tariff, a large portion of that demand can be filled by an established, Commission-regulated utility.
